Ok let's get started...

Open 600 x 600 canvas. Select a color of choice and set it to your foreground, background null.
Draw a fair sized elipse in the middle of your frame. I set my width to 10.
Resize as needed and convert to raster when happy.
Move it slightly over to the left side.
Using your freehand selector tool, outline the bottom half of the elipse outline.
Hit delete on your keyboard when done.
You basically want to chop in half what you made. Selections none.
Now using your pen tool, click where the elipse abruptly ends and connect to the other side.
This will give you a line straight across to finish the elipse. Again I set my width to 10.
When happy convert to raster layer.
You might have to tweak the position slightly to line it up ok.
Once happy merge visible these 2 layers.
Open scrap paper of choice. Copy and paste as a new layer. Resize as needed.
Click on the elipse layer to activate it.
Click inside this new half-circle with your magic wand.
Selections modify x2. Selections invert.
Click on the scrap paper layer and hit delete once. Selections none.
Click back on the outline layer. Add a dropshadow of choice.

Set your foreground color to your background color now. Hide the foreground completely.
Using your elipse tool draw a smaller circle.
When happy convert to raster layer.
Guassion blur, 10. Vm extravaganza transmission default settings.
Lower opacity to what you want. I did it to 34%.
Move this layer under the filled half-circle.
You want it to almost fill with the circle would have been; almost an extension.
(See mine as example)
Click back on top layer.

Open circle stitching of choice. Copy and paste as a new layer. Resize as needed.
Move it slightly to the right so it is only partially on the half-circle.
Add a soft dropshadow of choice.

Open doodle of choice. Copy and paste as a new layer. Resize as needed.
Arrange it more over to the right hand side.
You basically only want it on the outer edge of the half-circle.
When happy with placement add a dropshadow of choice.

Open decorative buttons of choice. Copy and paste each as a new layer. Resize as needed.
Now what I did here was I wanted to cut my doodle off shorter in the length
so I placed the buttons where there would almost act as a base for it.
(see my tag as example)
When happy with the placement add a dropshadow of choice to each layer.
Using your freehand selector tool draw around the doodle bits that are hanging below the button layers.
Click on the doodle layer and hit delete. Selections none.

Open decorative heart element of choice. Copy and paste as a new layer. Resize as needed.
Rotate slightly however much you want.
Move it to the right hand side of the half-circle, almost directly on the center of the doodle.
When happy with the placement add a dropshadow of choice.

Open frame of choice. Copy and paste as a new layer. Rotate it so it is on an angle width wise.
Place it on the half-circle almost center, slightly down from the top of it.
You want it hanging slightly below the elipse.
(see my tag as example)
Click inside the frame with your magic wand. Selection modify x2. New layer.
Fill with a light color of choice. Selections none.
Move this layer directly below the frame layer.
Open tube of choice. Copy and paste as a new layer. Resize as needed.
Now arrange it so that it is coming out of the frame.
You don't need to angle the tube like the frame as the funky angle somehow works for it.
Remove any excess tube that is hanging outside the frame.
She wants to be coming from the frame so to speak.
Add a dropshadow of choice to the tube when happy.
Now click the frame layer, and add a dropshadow of choice to it.

Open ribbon wrap of choice you want to use for the frame. Copy and paste as a new layer. Resize as needed.
Arrange how you want it to look on the frame.
When happy add a dropshadow of choice.

Open heart bling decorative elements of choice. Copy each as a new layer. Resize as needed.
Decorate the tag as you wish with them.
I made them look like they were hooked on the frame and within each other.
When happy add a dropshadow of choice to each layer.

Add your text where you are happy. Add drop shadow of choice.
Apply any appropriate copyright information.
When happy save as a jpeg or png and you`re done.
