Ok let's get started...

Open 700 x 700 canvas. Open frame of choice. Copy and paste as a new layer. Resize as needed.
Rotate right 5 degrees. Position slightly down from the center; you can adjust as needed in a bit.
Copy and paste same frame as a new layer. Resize slightly smaller then the first time.
Rotate left 5 degrees. Place it to the left of the first frame; overlapping very slightly. (see my tag as example)
Copy and paste the same frame as a new layer one more time. Resize smaller then the first two.
Rotate right 10 degrees. Position on the opposite bottom corner of the first frame.
Click inside each frame layer one at a time, and fill the inside of the frame on a new layer.
I used a scrap paper of choice but you can do as you wish.
Make sure these filled layers are beneath each of the frame layers.
Add a soft drop shadow of choice to each frame layer.

Open hanger of choice. Copy and paste as a new layer. Resize as needed.
Rotate right 5 degrees. Position so it is over further left on the big frame. (see my tag as example)
Duplicate and mirror when in position. Adjust duplicated layer as needed.
Leave only a small bit of rope and remove the excess on both hangers.
Open bow of choice. Copy and paste as a new layer. Resize as needed.
Rotate right 5 degrees. Place this at the top of the hanger on the left side.
The point is to make it look like it originates from the bow.
When happy duplicate and mirror. Arrange the duplicate bow layer on the other hanger.
Add a drop shadow of choice to both bow layers when happy.

Open foilage of choice. Copy and paste as a new layer. Resize as needed.
Now you want this to be under the smallest frame slightly but on top of the biggest frame. (see my tag as example)
Rotate the foliage slightly to one side.
Copy and paste the foliage as a new layer again. Resize as needed.
Rotate slightly the opposite way, being careful to again place it under the smallest frame and over the largest.
Add a drop shadow of choice to both foliage layers.

Open flowers of choice. Copy and paste each as a new layer. Resize each slightly different.
Arrange in between the foliage and on top for variety.
When happy add a drop shadow of choice to each flower layer.

Open grass element of choice. Copy and paste as a new layer. Resize as needed.
Now you want this to go over the big and middle frame but tuck under the smaller frame.
Almost like the smaller frame was placed over the edge of it on the right hand side. (see my tag as example)
Open fence element of choice. Copy and paste as a new layer. Resize as needed.
Arrange directly over the grass layer, following the same principles as the grass layer.
Ensure the smaller frame remains over top on the right hand side.
When happy with the fence and grass add a drop shadow of choice to both layers.

Open flowers of choice. I used ones with a stem here.
Plant your garden so to speak in front of the medium frame.
Arrange them in different heights etc to add elevation to your tag.
When happy add a drop shadow of choice to each layer.
Now move the flowers layers directly beneath the fence layer, while remaining on top of the grass layer.

Open any type of decorative flowers you wish.
Copy and paste each as a new layer.
Decorate the fence as you wish.
When happy add a drop shadow of choice to each layer.

Open tube(s) of choice. Copy and paste both (if you use 2) as a new layer. Resize as needed.
Arrange one in front of the fence and one within the big frame.
Ensure no excess is hanging below the big frame.
I placed one of my tubes so it looked like it was sitting on the fence.
When happy add a drop shadow of choice to both tube layers.

Open ribbon wrapper of choice. Copy and paste as a new layer. Resize as needed.
Rotate right 10 degrees. Now arrange it so that it is on the smallest frame.
When happy add a drop shadow of choice.

Take your text tool and write out a saying, word art, whatever you want within the frame.
When happy add a drop shadow of choice.

Open decorative butterfly of choice.
Place it on the corner of the smallest frame and add a drop shadow of choice.

Click on the top layer if you aren`t already there. New layer.
Draw an ellipse with your selection tool. It does not need to be big. Fill with a color of choice.
I used a blue to simulate sky.
Apply guassian blur 40 to this layer.
Arrange as you wish it to look and send to the bottom.
It will now peek out from the frames. Adjust again as needed.
You may want to lower the opacity slightly of this layer as well.

Add your text where you are happy now.
Apply any appropriate copyright information.
Save as a png and you're done.
