Ok let's get started...

Open 700 x 600 canvas. Open frame of choice. Copy and paste as a new layer. Resize as needed.
Move slightly to one side. Duplicate and mirror.
You may have to play around with positions but you want to end up
with a slight gap close together between the two frames.(see my tag as example)
Click inside one of the frames in the middle.
Selections modify expand x3. Open scrap paper of choice.
(or you can simply floodfill with a colour of choice)
Copy paper as a new layer. Resize as needed. Selections invert delete. Selections none.
Move this layer directly below the frame layer.
Repeat this process to the opposite frame.
The frame I used came with the flowers already decorating it.
If yours doesn't and you wish to add to the frame please do so now.
Add each as it's own layer and add a soft drop shadow of choice to each.

Open leaves of choice. Copy and paste as a new layer. Resize as needed.
I worked on top of the frames first to visualize placement so I will describe it as such.
You want to rotate and move the leaves around the frames.
Ensure you are always duplicating and working the leaves on their own indivdual layers.
Take your time and arrange around both frames.
Do not forget to go up the middle between the two frames.
When you are happy and the leaves are placed as you want them to be merge visible all the leave layers.
Move this layer to the very bottom so that they are under everything.
Lower the opacity right down to your own preference.
Add a soft drop shadow of choice. Click back on the top layer.

Open bow of choice. Copy and paste as a new layer. Resize as needed.
You might want to resize a bit smaller then normal as you are "joining" the frames so to speak.
(see my tag as example)
Duplicate x2 and arrange the bows in the middle of the two frames in a line.
When happy with the placements add a soft drop shadow of choice to each bow.

Open tube(s) of choice. I used 2 different ones but that looked similiar. The choice is yours.
Copy and paste each as a new layer.
Arrange them inside each frame respectfully.
Remove any excess hanging below the frame.
Add a soft drop shadow of choice when happy with placement.

Click on each frame now and add a soft drop shadow of choice if you haven't already done so.

Open word art of choice. I have provided what I made and used in supplies.
Or you can simply type out what you want to use.
I'll explain as what I did.
Copy and paste as a new layer. Resize if needed.
Arrange at the very top of the frames in the middle. Add a drop shadow of choice.

Now decorate the tag as you wish. I used butterflies and a bee.
To make the bee more realistic and add that special something to the tag I set my pen tool to dash style width 2
and drawing freehand made the bee's path from a flower to the word art.
When you have added all you want to enhance the tag add a drop shadow to each layer.

Add text where you are happy. Add drop shadow of choice.
Apply any appropriate copyright information. When happy save as a jpeg or png and you`re done.
