Ok let's get started...

Open up a Dark paper or Dark color of your choice.
Go to your preset shapes and set this to Eclipse.
Make sure that your foreground color is null and your background is either on the pattern or color of choice.

Draw out a large circle in the middle of your canvas.
Add a drop shadow of choice to the circle.

Next change your paper or color to a lighter color and do the same as you just did but make this circle slightly smaller then the first
and place this over the circle that you just created.
Add a shadow of choice to this layer as well.

Next one more circle with the same paper or another dark color of choice.
Create a circle and place this in the middle of the smaller circle that you just created.

Open up your star strings and place them at the top edge of the top circle.
Duplicate this layer to go across the whole circle.

After you have done this erase the bottom star of the string that is on each side of your tag.
Next place your tubes to make them look as if they are hanging from the string of stars.

Rotate the tubes slightly if desired and add a shadow of choice.

Next open up your moon and place this to make it hang from the middle string.
Open up a tube of choice and place her on the moon.
One laying down works best but this is up to you.
Add a shadow of choice to the moon and tube.

Next open up the cloud and place this under the Moon.

Open up the diamond trees and place them on each side of the moon.
Add a light shadow of choice if desired.

Open up your flowers and place them as your top layer for now and place them at the bottom of your circles.
Add a shadow of choice to the flowers.

Open up the curly ribbon and rotate this by 90 and place this to make it look as if it is entwined into the flowers.

Place the other tubes of choice where desired around the inside of the roses.
Place your clock where desired. Add a shadow of choice to the layers.

Next open up the bows and place these on your tag where desired and add a shadow of choice.

Open up the glitter star garland and place this as your bottom layer.
Duplicate the layer so the stars are on both sides of your circle.
Add a shadow of choice to the stars.

Now open up your star string again and cut off a piece of it and hang it from each star garland
and add the moon hanging from the string on both sides of the tag.

Add your text to your tag where desired, Add a shadow of choice to the text.

Merge all visible layers and copy and paste into animation shop
and make a total of 13 frames if using the same animation that I provided.
Go to edit select all.

Open up the animation and go to edit select all and copy and paste this into your tag where desired.
Colorize the stars as needed.

Save your tag as a gif and you are done.
