Ok let's get started...

Open a new canvas 600 x 600, flood fill with white.
With your preset shape set to rectangle draw a large rectangle in the middle of your canvas,
it doesn’t matter what color you used, convert to raster layer,
Filter: Eye Candy 5 Impact, Textures, Stone wall, and select Cobblestone preset, apply.

Select your background layer,
add a new layer, in your tubes looks for your grass tube,
it should come as default in psp,
and apply at the down part of your tag,
you may want to apply several times until you get a nice grass looking.

Open one of the ribbon resize, copy and paste as a new layer into your canvas,
move to the top of your tag, duplicate, rotate,
Free Rotate 90 Degrees right, and move to the right side of your canvas, overlapping the wall.

Open and resize the frame 3,
copy and paste into your canvas move to the left top of your wall.
Open your tube and post into the frame.

Open and resize the basket supplied, and post in your tag
move to the top and resize some flowers also to decorate it.
Open and resize the fence,
copy and paste into your tag and move to the down part.

Almost done, you just have to add any embellishment of your choice, to make your tag more beautiful,
this is always the fun part,
and you can make it personal decorating as you wish.
Add also a shadow of your choice.

For the name, I used Nailed font and them:
Effects, Texture Effects, Sculptured with this settings :
Pattern of your choice, you must look for one to match the color of your tag,
I used the one that says paper,
Size 100, Smoothness 6, Depth 22, Ambiance 0, shininess 10, angle 315, Intensity 4, Elevation 40, color white.
Add the copyright and save as a png, and you are done.
