This tutorial was written for those
that have a working knowledge of PSP.

Supplies Needed:
PSP X (any version will work)
Tube of your choice
I used artwork by Alan Ayers
Scrapkit by Kristi called Victoria Wedding
Brushes of choice
Font of your choice I am using: Portfolio

The scrapkit I used was called Victorian Wedding by Kristi.
I used pieces from both the main kit and the add on.
It can be found HEREor HERE

Ok let's get started...

Open a canvas 600x600, fill with white.
Open the lace frame and resize, copy and paste in your canvas as a new layer move to the left top site.
Open the paper sd_vwpap2, the one that have the words and resize, copy,
back in your canvas is grab your selection tool
set to circle and make a circle of the size of the middle of the of the lace frame,
now paste as a new layer (the sd_vwpap2 should be there),
change the blend mode to soft light, selection invert and hit delete.

Select your white background add a new layer and look for the brushes you wish to use,
select a color to match your tag and apply several times
we want it to show a bit dark so the laze frame will looks best.

Open a 2 paper of your choice and resize,
back in your canvas, with preset shape set to rectangle, width 10, for the foreground, and not background
draw a large rectangle to the right part of your tag,
convert to raster layer, and rotate, free rotate 10 right,
with your magic wand select the middle of the frame,
add a new layer and move down, fill with the other paper you just opened,
now is time to add your tube, this has to be in the frame.
Delete the unwanted parts.

Add any other embellishment of your choice now, there are plenty to play with,
add your name and the copyright,
don’t forget to give to each layer a soft shadow and crop your tag.

You are done, save as a PNG.
