Open up the frame of choice and place this in the middle of your canvas.
Rotate the frame to the left by about 10.

Duplicate the frame and mirror it and place this frame below the top frame.
Open up your tube or image of choice and place this below the two frame layers.
To remove any excess tube or image click on your magic wand tool and click inside of the frame.

Add a shadow of choice the wrap.

Next open up your scallop shapes and place them where desired behind the pocket.

Next open up your other elements and place them around the tag where you like.
Add your text to your tag where desired.
