This tutorial was written for those
that have a working knowledge of PSP.

Supplies Needed:
PSP X (any version will work)
Tube of your choice

Scrapkit called Wish on a star by Kristi
Filter Xero, Sparkle, optional

The scrapkit I used was called Wish on a star by Kristi. It can be found HERE or HERE

Ok let's get started...

Open a canvas 600x600, transparent background, fill it with white.
Open the frame1, resize, copy and paste into your canvas as a new layer,
with your magic wand select the middle part of the frame,
Selection Modify, Expand by 5, move down the layer and fill with a color or paper of your choice.

Open and resize the window, copy and paste into your canvas as a new layer and move to the center of the frame,
open your tube, copy and paste into your canvas as a new layer,
move down the window and delete the parts that are outside the window.

Decorate your tag with the clouds, the sparkles, flower and the moon if you wish.

Open and resize the chair, copy and paste into your canvas as a new layer, move to the downright part of your tag,
open the little cat if you wish resize as well,
copy and paste into your canvas as a new layer, and put in the chair.

Decorate de window with the ribbons bow.

Give to all your layers a soft shadow. Write your name and add your copyright.

Animation. Copy merge your tag, open animation shop, and paste as a new frame, back to psp, open and resize the sheep,
copy and paste into your canvas as a new layer,
move below to the down left cloud,
and make sure it can be seen just a little part of the sheet, copy merge, go to AS,
paste after current frame, back to psp,
move your sheet a little bit at the top,
copy merge, go to AS, paste after current frame,
continue doing this until your sheep has gone all the way from a cloud to another but over the window,
please look my tag for references, I ended up with 18 frames.
Select all your frames, change the Frames Properties to 23,
now select just the first frame and change the Frame Properties to 120.

Save your tag as gif and you are done
