using your magic wand tool click inside of the frame and go to selections modify expand by 4 and add your background below the frame layer.
Go to selections invert and hit delete on your keyboard to remove any excess background.
Then add a shadow of choice to your frame.

Adding a shadow of choice to each of the layers.

Open up the glitter Fairy of choice and place this to make it look as if she is sitting on the frame.
Open up the wand and place this below the fairy layer and rotate slightly to make it look as if she is holding the wand.

Next open up your ribbon of choice and place this on the tag where you desire.
Add a shadow of choice. Place some flowers below the ribbon if you like.

Next open up your journal tag and place this at the top of the frame and add your text to it.

After you have done this place your other elements where desired and place your tube where desired as well. Add a shadow of choice.

Merge visible layers and copy and paste into animation shop.

Duplicate your tag to make a total of 13 frames. Go to edit select all.

Open up your animation and recolor if desired.

To recolor the sparkles make sure that you have all of your frames selected and then go to animation
replace color and choose the color that you wish your sparkles to be.
Hit ok, then copy and paste into your tag where desired.

Save your tag as a gif and you are done.
